TAIT began as a consulting engineering firm dedicated to quality over 45 years ago, offering design and environmental services throughout the Western U.S. We practiced environmental management before environmental regulations were created. As regulations were created and revised, we immediately analyzed the impacts on our clients and took it as a chance to enhance our services; whether it was a new technical approach, a better management system, or simply improving our communication with clients, our end result improved service while strengthening our existing relationships with our clients.

Stormwater & Water Quality Services

TAIT has been designing and implementing stormwater and water quality pollution prevention plans and measures for decades. Since our founding in 1964, we have designed some of the most innovative and effective systems to monitor and protect stormwater.

TAIT has specialized in fuel storage and distribution systems since 1964. We have installed and performed hundreds of projects and programs throughout the United States for an extensive selection of facilities, including: commercial and retail service stations, distribution centers, utility switching stations, corporate maintenance yards and municipal and government fleet service facilities.

As part of our design of fuel systems, we pioneered environmental services before regulations were developed. We developed designs which incorporated spill protection and stormwater pollution protection as daily activities. We understand the stormwater protection and spill prevention go hand in hand. We also understand developing a plan or designing a treatment system alone is not sufficient. Inspections, training, monitoring and reporting are required and regulators are increasing their efforts to find those that are not following their plans. Our goal is to design a system that is easy to implement and, where necessary, assist you with the compliance record keeping, operation & maintenance, training and/or stormwater monitoring.

Regulations are Complex

Stormwater discharges are regulated by the U.S. Environmental Protection Agency (USEPA) under the National Pollutant Discharge Elimination System, which requires a Stormwater Pollution Prevention Plan be written and implemented depending on the facility’s industrial activity. However, each state and community may have its own specific requirements and regulations are changing all of the time.

TAIT is a proud member of the U.S. Green Building Council (USGBC). Recent advances, such as Leadership in Energy and Environmental Design (LEED) Green Building Rating System encourages and accelerates global adoption of sustainable green building and development practices, which includes the reuse, recycling and pollution prevention of stormwater as a major component of LEED Design. TAIT has several LEED Accredited Professionals dedicated to environmentally conscientious design.

Additional regulations such as the Spill Prevention, Control and Countermeasures (SPCC) rule, requires facilities to prepare, amend and implement SPCC Plans to prevent, prepare for, and respond to oil discharges. TAIT understands the regulations and monitors each state for changes in its stormwater spill prevention regulations.

Compliance is a Must

Stormwater protection plans and spill prevention procedures are required but operation & maintenance can’t be forgotten. Regulators will visit and when they do, they’ll be looking for the documentation that O&M, inspections and required monitoring are being performed. The fines for non-compliance are expensive. Compliance doesn’t end with our design of the plan. We have developed an environmental compliance system (TECS Online) that can be customized to your needs so that the paperwork is available when it is needed.

Professionally Staffed, Geographically Diverse

Many of the tasks required to maintain compliance require trained people on a periodic basis (not full-time). Some of the tasks can be performed by on-site staff, as long as they have the proper training, but in some cases we perform the required O&M, inspections and monitoring tasks. We have the geographical presence to assist with the periodic tasks that require a trained person.

In our offices we have Professional Civil Engineers, Erosion Control Engineers, stormwater sampling personnel, and LEED AP staff to assist with the design and development of plans and treatment systems, but also the day-to-day inspections and monitoring tasks to maintain compliance. We also have Certified Professionals in Stormwater Quality and Certified Professionals in Erosion and Sediment Control.

We are also experts in training and we customize training programs that ensure your associates are properly trained.

We have the personnel able to work on all compliance needs related to stormwater quality, detention design, erosion control, spill prevention, operation and maintenance, employee training, and monitoring and compliance. Below is a description of our capabilities.

Permitting and Compliance

Each state regulates stormwater differently. We have the staff and experience to understand the site-specific permitting and notification requirements. We subscribe to stormwater periodicals and regulatory updates to ensure that we are aware of all regulatory changes that affect our clients. We are professionally registered in nearly all of the 50 states and across a multitude of disciplines.

Stormwater Pollution Prevention Plans

TAIT understands that the preparation of a construction and industrial stormwater pollution prevention plan (SWPPP) is a necessary component to assure compliance with the terms and conditions of the permitted construction activities. Site specific local regulatory agency will approve the SWPPP. TAIT personnel will prepare the site specific SWPPP with best management practices (BMPs) to minimize the potential for stormwater pollution that conforms to applicable agency oversight requested criteria for approval. TAIT will prepare a SWPPP that includes procedures for conducting visual and analytical monitoring to determine the effectiveness of the BMPs. The SWPPP will also include a maintenance plan, employee training and required inspections.

Stormwater Detention & Treatment System Design

TAIT has the engineers and scientists with experience to design BMPs to treat affected stormwater runoff. We always attempt to utilize preventive measures to protect  stormwater quality such as good housekeeping procedures, exposure minimization, employee training, and spill control. However, in cases where additional measures are necessary, TAIT has the Professional Engineers and Certified Erosion Control Managers, to design, contain and/or treat contaminated stormwater prior to its discharge. We have over 45 years of experience in designing oil/water separators, detention ponds, vegetative drainage channels, collection and recycling systems to treat stormwater.

Water Quality Management Plans

The Water Quality Management Plan (WQMP) or the Standard Urban Stormwater Mitigation Plan (SUSMP) may be a necessary component for the initiation of your construction project. TAIT prepares and implements all aspects of the WQMP/SUSMP from local agency compliance correspondence to all site-specific scheduling, oversight, training, and maintenance activities.

Erosion Control Plans

Sediment in storm water discharges from sites is a major concern, especially during construction. An effective Erosion Control Plan compliments a Storm Water Pollution Prevention Plan (SWPPP) in providing a plan and methods to prevent sediment from leaving your site. Most jurisdictions require an erosion control plan for any construction activities during the rainy season. TAIT was preparing Erosion Control Plans long before NPDES was introduced and continues to prepare more than 40 a year. An effective Erosion Control Plan that has been coordinated with the construction sequence provides a clear method for the contractor to set up erosion and sediment protections and assists in the compliance with storm water requirements. Most erosion control plans require a yearly update if construction is on going. TAIT has provided site inspections and updated Erosion Control plans to adapt to the changing nature of the construction on projects lasting more than a year. Our engineers have the experience to prepare plans that provide effective erosion and sediment protection measures. TAIT also has Certified Professionals in Erosion and Sediment Control (CPESC) on its staff to assist on complex sites.

Spill Prevention Controls & Countermeasure Plans

Spill prevention is a major component to preventing the impact to stormwater, but at facilities that store more than 1,320-gal of oil or oil-related compounds, a spill prevention, containment and countermeasures (SPCC) plan must be developed and implemented. Again, TAIT has the experience and Professional Engineers needed to write an effective SPCC Plan, which conforms to the Environmental Protection Agency (EPA) guidelines and in compliance with Title 40 Code of Federal Regulations (CFR), Part 112.

Inspections & Monitoring

The creation of our plan, whether it’s a SWPPP, WQMP, O&M or SPCC Plan, is a sound start. Inspections and on-site, site-specific training must be conducted by qualified personnel to ensure that the stormwater and water quality management plans are effective and to take corrective action if they are not. Our intent when we deliver the plan is to assist our clients with the required inspections and monitoring that are specified. We have found that on-site associates may lack the experience or be too busy with their existing day-to-day activities to focus on the required inspections. We will work with you to develop a fail-safe plan to make sure the inspections and monitoring are performed when they are needed, no matter how remote the facility.

Operation & Maintenance

Proper O&M of on-site stormwater BMPs must be well documented when regulators arrive for an inspection. TAIT has the people, equipment and experience to assist your staff with O&M implementation. We design stormwater treatment equipment of all types; we know what is required and how often. We have staff with fully equipped trucks that can assist you with performing the required O&M of the treatment equipment.

Record Keeping

TAIT has developed a web-based, proprietary online Internet compliance database record keeping system that we call TECS Online. TECS is an acronym for TAIT Environmental Compliance System. We use it every day to record and document all kinds of inspections. Using a secure identification and password, we also have clients which log into TECS Online to perform their own inspections. It is fully customizable and allows anyone with a computer to monitor that inspections are being performed and review the inspections as soon as they are complete. TECS Online allows our clients the peace of mind that the inspections have occurred and that they can access the inspections at a moment’s notice.

The database provides direct and immediate access to archived historical records, via a user-friendly menu. Authorized representatives can review inspection records from previous events, and see future scheduled compliance inspections and certifications. Permits, documents, record drawings, site photographs, and reports can be accessed, and printed or forwarded, via email to facility personnel or regulatory agencies.

Employee Training

TAIT is a recognized expert in providing training to our clients. We recognized a need in California to develop environmental compliance training for hazmat operators. To date, we have trained well over 3,000. We have the ability to prepare site-specific, web-based or any other electronic media to conduct the training that is necessary for each site. We will customize the training to your facility and your stormwater compliance requirements.

TRAINING COURSE FOR UST OPERATORS – California

New environmental regulations for Underground Storage Tank (UST) training were instituted on January 1, 2005 that required all underground storage operators in California to list a Designated Operator for their facility. Certified through the International Code Council (ICC), Designated Operators are critical in maintaining a facility’s environmental comliance, providing monthly visual inspections and annual training for facility employees. TAIT identified a need to create a training program that would help their clients satisfy the new requirement. This highly successful TAIT project has been ongoing since the Summer of 2004.

The new regulations impacted over 18,000 site owners throughout California. Additionally, many sites were owned and operated by individuals for whom English may be a second language. TAIT had to distill a complex regulatory code into a curriculum that could be assimilated by facility owners and operators. The team had to understand every nuance of the regulations and build a curriculum that could successfully pass that knowledge along to its students.

TAIT’s comprehensive curriculum includes presentations, practice exams, charts and study guides among its educational tools. To date, TAIT has trained well over 3,000 potential Designated Operators throughout California and has received tremendous positive feedback and words of gratitude from the clients they have served.

ONLINE COMPLIANCE AUDIT & MANAGEMENT

TAIT performs individual on-site record inspections, compliance consulting and document management services for many companies across the US. TAIT uses TECS Online, a web-based compliance system, to expedite regulation and compliance information. TECS Online is an innovative and dynamic database system that serves as the core organizational tool to keep track of the ever changing environmental regulations and the compliance documents needed for agency approval. Through on-site visual inspections and record copying of all buildings each company identifies in the program, TAIT is able to keep current documents online, for the inspection and approval of our customers’ key personnel.

TAIT implemented their compliance management software TECS Online and made it available to various client asset managers to more effectively ensure environmental compliance. With this resource, their management personnel no longer needs to make regular site visits to create correct compliance records for their buildings. By having online access to the environmental compliance status of each of their sites, without doing the physical inspections, companies save time and money. TECS Online information records ensure the correct compliance records are in place for agency approval.
